In April 2020, the UK Government are changing the way they treat off-payroll workers for tax purposes. They intend to bring to the private sector, the same reforms that were made in the public sector in 2017.
This area is very complex and specialist advice should be sought to ensure that if you are locumming, you remain compliant with upcoming HMRC requirements.
In summary, the vast majority of locums will have to work through an umbrella company, as contracting through a PSC or remaining self employed will mean the agency will deduct tax at source from your fees.

Medicus will use this HMRC website to determine the status of all locum bookings from March 2020 for all existing locums working through their own PSC. Those already working through an umbrella company will be unaffected.
If the same outcome appears in the private sector as did the public sector, over the coming 18 months, we’ll see a large move away from locumming and vets taking permanent PAYE jobs.
Our recommendation is that, if you are locumming now and you intend to take a permanent job, don’t leave it until springtime 2020 as you may find a rush of locums doing the same.
